وأضاف أن اقتصادنا يتجه للتعافى والمؤشرات الأولية تقول إن هناك انطلاقة،وقال إن مصر تسعى إلى استكمال مسيرتها الاقتصادية وأن المؤتمر المزمع إقامته يدشن بداية الانطلاق ونعمل قبل المؤتمر على 3 محاور الأول أن يكون هناك تنظيم جيد للمؤتمر ونستعين بمكاتب دولية وشركات عالمية متخصصة فى تنظيم المؤتمرات وسنتعاون مع جميع المؤسسات الدولية وشركائنا وهى أول خطوة فى خارطة الإصلاح،والمحور الثانى وهو ما نعمل عليه الآن من رغبة لتسوية منازعات الاستثمار ومواجهة ملفات لتحقيق حق المستثمر والدولة،والثالث هو مراجعة جميع تشريعاتنا من خلال لجنة عليا ومن أهمها صدور قوانين جاذبة للاستثمار وكيفية إنشاء الشركات ومحاربة الفساد والشباك الواحد والإصلاح الإدارى والشفافية ومحاربة البيروقراطية.

وعن سبب تعديل موعد المؤتمر الاقتصادى والأجندة التى ستطرح عليه ..قال المهندس إبراهيم محلب رئيس الوزراء إنه كان هناك تدقيق فى اختيار موعد انعقاد المؤتمر لضمان مشاركة كافة دول العالم المهتمة بهذا الأمر وأنه تم تحديد الموعد المناسب بما يتوافق مع الالتزامات والارتباطات لدول العالم وتوقيتات المؤتمرات وفراغ هذا التوقيت من أى التزامات وارتباطات دولية،موضحا أن هناك حزمة من المشروعات تم إعدادها بطرق احترافية لوضعها أمام المؤتمر لتكون معرضا للاستثمار فى جميع المجالات وحتى فتح الفرص للقطاع الخاص المصرى للمشاركة فى تنفيذ المشروعات التى ستتمخض عنها نتائج المؤتمر.
وأكد محلب أن اليوم هو يوم هام فى تاريخ بلدنا ونحن نستكمل خارطة الطريق السياسية ونعلن خارطة للاصلاح الاقتصادى تم تصميمها بناء على رؤية تنموية شاملة وفق خطة الرئيس عبد الفتاح السيسى لمواجهة التشوهات الاقتصادية من أجل حياه أفضل للمصريين واستقرار اقتصادى بما يعطى استراتيجية توازن لمصر وبالمنطقة والعالم أجمع .
وتطرق رئيس الوزراء إلى الوضع الاقتصادى الحالى فى مصر ، مشيرا إلى أنه كان هناك معدلات اقتصادية مرتفعة حتى 2003 لم تصب عوائدها إلى القائدة العريضة من المجتمع ثم جاءت الأزمة الاقتصادية العالمية وانخفضت معدلات النمو، مشيرا إلى أنه نظرا للظروف التى مررنا بها على مدار السنوات الماضية تأثر الاقتصاد المصرى وهبط النمو فى بعض السنوات إلى 1 بالمائة مما استوجب وضع خطة للاصلاح الاقتصادى تبنى على الإمكانات الهائلة لمصر بسكانها وشبابها ومواردها وبما يمكننا من بناء تنمية مستدامة وتم مراجعة الموقف بأمانة واخلاص وتجرد.

وأوضح رئيس الوزراء أنه تم وضع رؤى واضحة وفق 3 محاور أولها تطبيق إجراءات الانضباط المالى ومواجهة عجز الموازنة وتم اتخاذ إجراءات فى هذا الأمر وتم خفض دعم الطاقة ونجحت الحكومة فى فتح هذا الملف وتجرى إصلاحات ضريبية وخفض المصروفات والعمل على زيادة إيرادات الدولة ويتم النظر للثروات الطبيعية لاستغلالها برشد.
أما المحور الثانى فيتمثل فى جذب الاستثمارات المباشرة بما يفتح فرص عمل والعمل فى محاور عديدة تنعكس على المواطن المصرى فى البنية الأساسية ، والمحور الثالث هو مواجهة تغطية الفجوة التمويلية ودعم ميزان المدفوعات ، وتم التحرك فى كافة المحاور بجدية لنثبت للعالم أن هناك مصر جديدة ولديها اقتصاد قوى ونؤكد أن لدينا فرص تنمية شاملة.
وقال رئيس الوزراء إننا اليوم نعلن عن انطلاق مصر نحو المستقبل نحو التنمية والاستثمار وهناك مشاركة من السعودية والإمارات لنرسى استراتيجية اقتصادية عربية شاملة.
جلسات لعرض المشروعات
وبدورها، ذكرت الدكتورة نجلاء الأهوانى وزيرة التعاون الدولى، خلال المؤتمر الصحفى لرئيس مجلس الوزراء للاعلان عن تفاصيل مؤتمر مصر الاقتصادى، أنه بعد افتتاح المؤتمر سيعقد جلسة عامة للمؤتمر فى اليوم الثانى ثم ستنعقد جلسات بالتوازى بين المستثمرين والمستثمرين الآخرين لعرض المشروعات ولن يتم طرح المشروعات فى أول يوم للمؤتمر.
وأشارت الأهوانى إلى أن المؤتمر سيتخذ منحنى بتجهيز المشروعات للترويج لها قبل المؤتمر ليكون هو المحطة الأخيرة، وقالت إن مصر كانت تواجه أوضاعا اقتصادية قاسية فى السنوات الماضية ولتحقيق معدل النمو تستهدف تحسين الاقتصاد وأن الاستثمار عملية طويلة ومستمرة، وأن الهدف من مؤتمر مصر الاقتصادى هو وضع مصر على الخريطة الاقتصادية العالمية وجذب استثمارات للمؤتمر سواء مشروعات قطاع عام أو خاص وأن الدولة المصرية ترحب بأى استثمارات خارجية ومن أية جهة وأية دولة .
وأوضحت أن الجميع يعمل كفريق واحد برئاسة المهندس إبراهيم محلب رئيس الوزراء وأغلب وزراء المجموعة الاقتصادية ، مشيرة إلى أنه يتم التشاور مع الجانبين السعودى والإماراتى فيما يتعلق بالمؤتمر.
وقالت الأهوانى إن المشروعات التى ستعرض بالمؤتمر هامة وحيوية وهناك مشروع للنقل النهرى،وطرح مجموعة من المشروعات يعقبها مؤتمرات ، مشيرة إلى أن حل مشكلات المواطنين لا يعتمد على المؤتمر بشكل كامل .
أجندة تشريعية
ومن جانبه، قال أشرف سالمان وزير الاستثمار – خلال المؤتمر الصحفى بمقر مجلس الوزراء- إن هناك أجندة تشريعية واضحة بعضها سيتم الانتهاء منه قبل المؤتمر الاقتصادى والبعض الآخر بعد المؤتمر .
وأضاف أن تم دراسة المعوقات التى تواجه الاستثمار فى مصر، وأن الطريق الوحيد أمام المستثمر هو إجراءات سهلة للدخول فى الاستثمارات وهو ما تعمل الحكومة عليه من خلال الشباك الواحد، وأنه من بين الإجراءات التشريعة لتحسين وتهيئة مناخ الاستثمار هو إضافة باب للإفلاس وإنهاء الأعمال.
وأشار إلى أن الشباك الواحد يهدف لتلقى طلبات المستثمرين ونأمل أن يصل معدلات توقيته فى التأسيس لتنهى كافة المعوقات السابقة ، بالإضافة إلى أن الحكومة تعمل على عدد من القوانين التى تنشأ لحماية المنتج المحلى وتعديل بعض المواد فى قوانين التجارة والصناعة لتحسين مناخ الاستثمار .
وأوضح أن المؤتمر الاقتصادى يتم الترتيب له منذ فترة طويلة،وأن هناك متعاونين من الإمارات والسعودية فى اللجنة المنظمة للمؤتمر ومنها شركة “لآزار”المنسق العام وإحدى الشركات المشاركة بالمؤتمر،مشيرا إلى أن المؤتمر سيقدم مصر التى تحترم التنمية، ولفت إلى أن هناك اجتماعا سيعقد غدا مع 14 بنكا للاستثمار.
ونوه بأن المؤتمر مؤتمر ترويجى ومصر لديها نشاط ترويجى بهيئة الاستثمار وأن مصر ستدفع تكاليف المؤتمر من النشاط الترويجى بهيئة الاستثمار،ولفت إلى أنه لا علاقة بين عمليات إقامة منطقة عازلة على الشريط الحدودى الشمالى الشرقى فى سيناء التى يقوم بها الجيش ومحاربته للارهاب وبين مؤتمر مصر الاقتصادى، فهناك استثمارات تحدث فى سيناء بعيدا عن منطقة العمليات التى تبلغ حجمها 15 كم .
وأكد هانى قدرى وزير المالية أن تنمية محور قناة السويس من خلال مناطق صناعية ولوجستية بدأت بالفعل وسيتم طرحها على المستثمرين المصريين وغير المصريين .

التقى المهندس إبراهيم محلب، رئيس مجلس الوزراء، مجموعة من رواد رجال وسيدات الأعمال في مصر، والشخصيات العامة لاستعراض أهم ملامح مؤتمر دعم وتنمية الاقتصاد المصري "مصر المستقبل"، المرتقب تنظيمه فى مارس المقبل، وآخر المستجدات الخاصة بتنظيمه، وبدء حوار عن أهداف المؤتمر وبرنامجه .
وأوضح رئيس مجلس الوزراء أن المؤتمر يُمثل نقطة انطلاق رئيسية في برنامج الحكومة للإصلاح الاقتصادي في المدى المتوسط، والمعروف باسم مصر المستقبل ، مشيرا إلى أن المؤتمر سيعرض على المستثمرين الإصلاحات واسعة النطاق التي نفذتها الحكومة المصرية بالفعل، ومن أهمها إعادة هيكلة الدعم، بالإضافة للإصلاحات التي تنفذها الحكومة لتحقيق الاستقرار المالي، ودفع النمو، وجذب الاستثمارات، وخلق فرص عمل جديدة، ورفع المستوى المعيشي للمصريين.
وخلال اللقاء قال رئيس الوزراء: "تهدف إستراتيجيتنا للتنمية إلى وضع مصر على مسار نمو جديد، وتشجيع تنمية القطاع الخاص في الوقت الذي نقوم فيه بتلبية احتياجات شرائح المجتمع المختلفة وبخاصة الأقل حظًا. وتعتبر الديناميكية التي تتمتع بها الشركات المصرية أمرا بالغ الأهمية لنجاح المؤتمر، كما أنه لا يوجد هناك إثبات أقوى للثقة التي تحظى بها مصر من كونها وشعبها على أهبة الاستعداد للاستثمار في مستقبل أمتهم. ونحن نضع في اغتنامكم لهذه الفرصة أملنا الكبير لدعم وطنكم في مثل هذه اللحظة الهامة والتاريخية".
وأشار رئيس مجلس الوزراء إلى أن الحكومة أوشكت على الانتهاء من وضع استراتيجيات مُحددة للقطاعات الرئيسية والتي تشمل الغاز والبترول والتعدين والكهرباء والإسكان والزراعة والسياحة والصناعة والتصنيع والنقل والخدمات اللوجستية وتكنولوجيا المعلومات والاتصالات.
وأعلن محلب عن سير التحضيرات التنظيمية واللوجستية للمؤتمر بشكل جيد، كما أوضح الخطوط العريضة لجدول أعمال المؤتمر، وأسماء المتحدثين به، وعرض الحملة الإعلانية والتسويقية للمؤتمر، وغيرها من النواحي المتعلقة بالإعلام.
بالإضافة إلى ذلك، أعرب رئيس مجلس الوزراء عما يوفره المؤتمر من فرصة حقيقية لكبار رجال الأعمال المصريين لتقديم الدعم والمشاركة في إنجاح البرنامج الجديد للإصلاح والاستثمار متوسط المدى، وقد تم تنظيم المؤتمر بشكل يسمح بتوفير فرصة للحوار المثمر بين وفود المستثمرين المصريين ونظرائهم الدوليين .
